Prices in the private residential market rose 0.9% in Q2, slowing from the 1.4% price increases in the previous quarter, data from the Urban Redevelopment Authority (URA) showed.
Prices of landed properties rose by 1.9% in Q2, slowing from the 2.6% rise in Q1. Condo prices inched up by 0.6% during the quarter, also slightly slower than the 1% increase in the first three months of 2024. Condo prices in the core central region (CCR) fell by 0.3% in Q2, a reversal from the 3.4% increase in Q1. Condo prices in the rest of central region (RCR) and outside central region (OCR) rose by 1.6% and 0.2%, respectively during the same quarter. Increases in prices have “calmed” to moderate levels with demand achieving balance, said Leonard Tay, head of research for Knight Frank Singapore. “Homebuyers were more selective in H1 2024, no longer showing the kind of urgency and fear-of-missing-out (FOMO) behaviour at showflats that was a feature of the market from the second half of 2020 to the first half of 2022,” Tay said. “Buyers scouring the new home market will continue to take their time to identify the right project with attributes that suit their lifestyle preferences,” he added. Earlier flash estimates from URA reported that private home sales have slipped to its lowest in two decades. Rents fall whilst resales rise Private housing rents, meanwhile, fell for the third consecutive quarter, with a 0.8% decline in Q2, following the 1.9% decline in Q1. By region, condo rents in CCR fell by 0.1%. Rents in RCR and OCR also fell by 1.4% and 1.3%, respectively. A total of 3,802 resale transactions were recorded in Q2, higher than the 2,689 units resold in Q1. Resale transactions made up 77.4% of all sale transactions in Q2, according to data from URA. A total of 388 sub-sale transactions were recorded in Q2, versus 377 in Q1. Pipeline A total of 11,300 private residential units are expected to be completed in 2024. Of this, 3,600 units (including executive condominiums) were completed in the first six months of 2024. In Q2, 634 uncompleted private residential units were launched for sale, lower than the 1,304 units launched in Q1. A total of 725 private residential units (excluding ECs) were sold in Q2, lower than the 1,164 units sold in Q1. As of end Q2, there is a total supply of 37,768 uncompleted units in the pipeline that has planning approvals. Of this, 20,566 units remained unsold. A further pipeline supply of about 50,000 private residential units is expected to be completed over the next few years, URA said.

Suntec REIT reported a distributable income of $88.7m for the first six months of 2024.
Distribution per unit (DPU) is 3.042 cents for the period, 1.2% lower compared to H1 2023, according to a report filed at the Singapore Exchange (SGX). With the absence of capital distribution in 1H 24, DPU declined 12.5% year-on-year. Higher financing costs and vacancies from its properties 55 Currie Street in Adelaide, Australia and The Minister Building in London weighed on distributable income, Suntec REIT said. Suntec REIT manager CEO Chong Kee Hiong said that they expect The Minister Building to achieve full occupancy in the second half of 2024. However, the leasing pipeline in Adelaide remained weak under existing market conditions. Operating performance of its Singapore Office, Retail and Convention portfolio continued to strengthen, it added. On the divestment front, Suntec REIT recently sold $31.5m of strata units at Suntec City Office Towers at an average price of 27% above book value. Suntec REIT will use the proceed for its debts. Looking ahead, Suntec REIT expect its Singapore office revenue to continue to strengthen on the back of strong occupancies and robust rent reversions in the last quarter. Notably, Suntec City Mall is expected to see stable growth of tenant sales and strong rent reversion. Suntec Convention is expected to beenfeit from Singapore’s efforts to boost MICE in the city, and Suntec REIT eyes higher dividend contribution from this properly. Roxy Square, a mixed-use development comprising the Roxy Square Shopping Centre and the Grand Mercure Roxy Hotel, has been put up for collective sale by tender. According to sole marketing agent JLL, the minimum price is $1.25 billion.
The minimum price of $1.25 billion reflects a land rate of $2,094 psf per plot ratio (ppr), inclusive of a land betterment charge (LBC) at the gross plot ratio of 3.86. If an additional 10% bonus gross floor area (GFA) for the residential component and the LBC are factored in, the land rate will be about $2,034 psf ppr, says JLL. More than 80% of the freehold development owners have consented to the collective sale at the minimum price, and they have appointed Dentons Rodyk & Davidson LLP to represent them. Completed in 1996, Roxy Square has a GFA of about 668,000 sq ft and includes 296 shops, 26 apartments, and the 576-key Grand Mercure Roxy Hotel. According to Tan Hong Boon, executive director of capital markets at JLL, it has triple road frontages along East Coast Road, Marine Parade Road, and Brooke Road. Under the 2019 Master Plan, the development is partially zoned for commercial and residential use, with a gross plot ratio of 3.0, along East Coast Road. The part of the development that fronts Marine Parade Road is zoned for hotel use. Based on recent planning advice from URA, the entire Roxy Square site can be rezoned for commercial and residential use, and be redeveloped into a high-rise mixed-use development. The future developer can therefore build a new mixed-use development with over 350 residential units and up to 80,000 sq ft of retail and F&B space, subject to approval from URA. The remaining GFA of about 172,000 sq ft can be set aside for office, hotel, or other compatible commercial uses. The new redevelopment can be built up to a height of 75m. The site fronts the newly opened Marine Parade MRT station on the Thomson-East Coast Line. It is near shopping malls such as Parkway Parade and Katong Shopping Centre. Roxy Square is also within 500m away from Tanjong Katong Primary School. The tender for Roxy Square closes on September 26 at 3pm. Singapore has proposed a minimum interest coverage ratio (ICR) threshold of 1.5 times for all REITs in the city, whilst the proposed aggregate leverage limit is 50%.
In a press release, the Monetary Authority of Singapore (MAS) said that the proposed threshold will be applied at all times to all Singapore REITs (S-REITs). Currently, the ICR requirement of 2.5 times was only required to S-REITs which intend to increase their aggregate leverage from 45% to 50%. The move is part of its bid to simplify the leverage requirements of the sector, MAS said. The minimum ICR “underscores the responsibility of REIT managers in ensuring that REITs can adequately meet their interest payments,” Singapore’s financial regulator added. MAS has also proposed that all S-REITs perform and disclose sensitivity analyses on the impact of changes in EBITDA (earnings before interest, tax, depreciation and amortisation), and interest rates on REITs’ ICRs. The S-REITs must make this disclosure in their interim financial results and annual reports. This is so that investors can have access to information on how an S-REIT’s credit profile could be affected by changes in market conditions. MAS invites views and suggestions from interested parties on the proposals set out in the consultation paper. Comments may be submitted until 23 August.
